For necromancer you need to additionally level warfare as it increases physical damage. Popular mage builds usually use hydro/aero, pyro/geo or pure necromancer. Everything else scales with int or in some cases level. For others polymorph scales with str while scoundrel and huntsman scales with fin. A staff wielder will use int while using warfare abilites while a warrior will use str and rogue will use fin. Warfare is unique and scales depending on your weapon. You take combat abilities which scale with your chosen attribute. Str is used only by warriors, Fin is used by scoundrels and archers while Int is for mages. Your build will be using one of the damage attributes which are str, int or fin.
